SUBJECT
Conversion of Oxygen Liter Flow Regulators to Flotec Design

TO

Mr. William J. Goodwin Jr.,
Chief of Fire Department
DATE
October 24, 2003

Attn: Wade R. Gaasch, Division Chief 4

Respectfully request that the Fire Department Medical Bureau convert all of the Oxygen Liter Flow Regulator equipment, used by our Department, to the Flotec InGage (Diamond) design regulator.

Presently, all Medical Bureau Units are equipped with Flotec regulators and all Suppression Units are equipped with the older design [current] regulator. Over the last year, Air Mask Repair has completed a study on the incidents of repair to our oxygen liter flow regulators. Equipping only the Medical Units with the Flotec regulator has had a significant impact on our repair work load. For our application, the Flotec regulator is clearly superior to the [current] regulator.

The projected cost for the transition of this equipment should not exceed $9,840.00, including spares.

Implementation of this proposal will achieve the following:

  1. Reduce the cost of oxygen equipment repairs by approximately $4000.00 per year.

  2. Provide our Department with improved and even more reliable equipment.

  3. Reduce the down time involved with the delivery of equipment for repair.

  4. Reduce the inventory of spare parts maintained at Air Mask Repair.

  5. The existing [current] regulators can be converted to M cylinder regulators to supply the
on board oxygen systems of our Medic Units. This will provide even more future cost savings.

  6. Eliminate the need for quarterly Oxygen P/M due to the internal design of the new equipment.

  7. Allow for certain, minor, repairs by the EMS Officers and Air Cascade Drivers, further reducing down time.

Respectfully request that a Purchase Order be issued for $9,840.00 to implement this plan.
